GLASSON SAILING CLUB 2006


GENERAL SAILING INSTRUCTIONS

1 RULES All races will be sailed under RYA. Racing Rules 2005-2008 except where varied by these instructions or by an official notice posted at the racing station by the O.O.D. at least 30 minutes before the start of any race.

2 COURSE The course will be published prior to the race and will be displayed at the racing station and will show:

a) Number of laps to be sailed
b) Names of approved racing buoys to be rounded in their appropriate order, showing the sides on which they are to be taken, or a diagram of the type of course to be sailed and the names of approved racing buoys in the course.

In the event of Committee Boat starts the Committee Boat will indicate either marks to be left to starboard by a green flag or marks to be left to port by a red flag.

3 STARTING SIGNALS

LIGHTS:

Warning signal                3 lights                    5 minutes before start.
Preparatory signal           2 lights                    4 minutes before start.
                                      1 light                     1 minute before start
Starting signal                 All lights OUT          Start

FLAGS MAY accompany the lights

Warning signal Class flag broken out 5 minutes before start.
Preparatory signal Flag ‘P’ broken out 4 minutes before start.
Preparatory flag struck 1 minute before start
Starting signal Class flags struck.

All the above signals will be accompanied by SOUND SIGNALS:

1st Sound signal                            Warning signal                  5 minutes before start.
2nd Sound signal                           Preparatory signal            4 minutes before start.
3rd Sound signal (Long Blast)                                               1 minute before start.
4th Sound signal                                                                    Starting signal

4 STARTING LINE This may be:

a) A line from the main mast of the Committee boat to the outer distance mark, which will be a mark of the course or a special starting buoy.
OR
b) In the case of a shore start a transit line from the poles behind and in front of the racing station.
OR
c) As designated on the Race Control Board.

The line MAY have inner and outer distance marks approximately on the line.

5 RECALLS In the event of boats starting prematurely the following will apply:

a) A further sound signal will be given and the amber light will be displayed until the offending boat(s) have started correctly.
b) If flags are used at the start, flag X will be displayed along with a).
The offending boats may be hailed but the responsibility is with the offending helm to start correctly.
A competitor being over the line and not returning shall be disqualified for that race.

6 GENERAL RECALL In the event of a General Recall two sound signals given. And the Red Light will be displayed – this is the Warning signal for the re-start
If flags are used at the start, the "First Substitute" flag and class flag will be shown

7 FINISHING LINE This will either be:
a) The same as the starting line. Boats must pass through the line on each lap
OR
b) Between the Committee boat and the mark off which she is lying from the direction of the preceding mark. Boats must pass through the line on each lap and on finishing once the Committee boat is on station, which she may indicate by flying the code flag 'Z',
OR
c) The Racing Station Transit line.

8 SHORTENED COURSE Code flag 'S' will be flow and Class flag and two sound signals made. The signal without class flag indicates that all classes shorten course. The race will finish on the lap that the leading boat then completes.

9 POSTPONEMENT Code flag 'Answering Pennant' (A.P.) will be flown and may be accompanied by two sound signals. The postponement will continue as long as 'A.P.' is flown. The next signal will be 1 minute before the 6-minute warning signal.

10 ABANDONMENT At the discretion of the O.O.D., any race may be abandoned
at any time by hoisting code flag 'N' and giving three sound signals.

11 CANCELLATION Any race that is cancelled will be indicated by verbal announcement, and by written statement.

12 SCORING: The Series will be scored as provided in the RYA Rules 2005-2008 using the Low Point system

13 TIME LIMIT - Applies only if DISPLAYED in the O.O.D. Box - The time limits each day will be as follows:-
First Race: First boat must finish within 1.25 hours, otherwise the race is abandoned. Subsequent finishers 0.5 hours or more after the first boat are deemed to have retired if not already disqualified.
Second Race: First boat must finish within 1.5 hours of the start and subsequent boats within 0.5 hours of the first.

14 PROTESTS
Protests will only be heard in accordance with RYA Rules 2005-2008. A deposit of £10 is required from the protestors. This will be returned unless the protest is considered frivolous.

15 MEASUREMENT CERTIFICATE AND INSURANCE It is your responsibility to have a valid measurement certificate with current buoyancy endorsement. The boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least £2 000 000.

16 SAIL NUMBERS Each boat must carry on her mainsail and spinnaker her own registered sail number, unless authorised by the O.O.D. otherwise not less than 30 minutes before the start of racing.

17 SAFETY Adequate personal buoyancy must be worn by helmspersons and crew at all times when afloat. Wetsuits and drysuits are not considered adequate.

A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing, whether in the Notice of Race or Sailing Instructions or anywhere else, reduces this responsibility.

It is for the boat to decide whether she is fit to sail in the conditions in which she will find herself. By launching or going to sea, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them.

The boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least £2 000 000.

Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the race and the event, and include the organising authority, the race committee, the race officers, patrol boats and beachmasters.

All competitors are STRONGLY ADVISED to carry a PADDLE and/or ANCHOR.

The provision of patrol boats does not relieve the boat of her responsibilities.

18 LARGE VESSELS Large commercial vessels using Glasson Dock may pass near or through the course area during racing. Competitors will appreciate that the navigation of large vessels in the deep channel and harbour entrance is exacting and difficult. ALL BOATS MUST GIVE WAY to allow them unimpeded passage. Any dinghy which is the subject of a complaint by a ship's master, river pilot or the harbour master whilst racing, will be disqualified from that race.

19 LAUNCHING The co-operation of everyone launching boats is requested, but the O.O.D. and Dinghy Committee members have full authority to remove any boat which, in their opinion, is causing undue delay to others.

20 ALTERNATIVE PENALTIES If in any doubt take a 720o turn penalty, as in the R.Y.A. rules, rather than delay and risk disqualification.
